Alvin Toffler wrote The Third Wave in 1980.  This is not the same author,
but "The 21st Century Environmental Revolution: A Comprehensive Strategy
for Conservation, Global Warming, and the Environment  /  The Fourth Wave"
is based on Toffler's analogy of waves of change.

The Third Wave was/is the Internet Age.  There is more information on
Toffler's analogy at wavesofthefuture.net under the menu item PAST WAVES. 
The book "The 21st Century Environmental Revolution... makes the case in
the first few chapters that the next massive wave of change is (could be,
depending on what we do) an environmental revolution and that it could
come much sooner than what we expect.  The introduction and a detailed
