Firstly allow me to say that whatever term or name we use to describe any payment made to any-one, whether it be wages,salary, dividend,contractual agreement,stipend,emolument, or such like, these all mean payment for services rendered. It is only a matter of semantics as to which one we choose to use in most instances. Due to common usage there are slightly different connotations, such as in the use of stipend and emolument, these are usually used to denote services considered over and beyond the normal. This is not necessarily so though, as in the case of a minister of religion,as his duties are accepted as normal. We could further analyse the different terms by saying that: a.. Wages consist of a contract between the employer and employee for a specified payment for a specified period of hours work b.. Salary consists of a contract between the employer and employer for a specified payment for a specified return(one which will turn a profit), with un-specified hours c.. Contractual agreement is an agreement between two parties for the completion of a specified job in which both parties have agreed to a specific payment which the contractor hopes to make a profit, and the contractee hopes to have a satisfactory completion of the job. In all instances there is an expectation. An expectation by the salary,wages, etc.,earner that he will receive the money(s) promised, and by the employer that he will be recompensed by way of honesty,loyalty, and a fair days work. In the case of the stipend and emolument, this is considered to be more of a moral right or obligation, whereas in the case of wages,salary etc., more of a legal right or obligation. Having said all of that, I am appealing to us all, myself included, please do not let us get caught up in the semantics of the situation. My reason for suggesting a contractual basis for bringing in, and the payment of, any-one to carry out any duties for which they are paid, whether we call it a stipend or whatever, is the simple fact that we then are not embroiled in having to pay taxes,holiday payetc., and all the other requirements of an employer employing some-one on wages or salary. As mentioned earlier,my reason for using the contractual basis, in preference to stipend or emolument, has to do with the subtle difference of expectation which is implied by the usage of these terms. In the first we are saying, yes we do expect a certain level of compliance,whereas in the second we are hoping for a certain level of compliance. And yes, I agree that it might well appear a splitting of hairs. Yet I do feel it is necessary that we give it due consideration. I wish to thank you all for your support at this time as we go through the inevitable process of re-alignment, and trust that my endeavours at clarification have not further muddied the waters for you.Further, I do wish to acknowledge the wonderful job that Niels did for the station, much of it over and above the call of duty. It is my wish that the same effect not be experienced by Gillian, or any other member of the board, including myself for that matter.It is with this thought uppermost in my mind that I make this proposal to the board, and present it for consideration at Thursday night's meeting. As I view it, it can simply be a re-allocation of funds. Where previously we have been paying Niels a stipend in return for some of the time and effort he put into the station, this money can now be used for the purpose of employing some-one to fulfill some of the duties previously born by Niels and Gillian. The name given to the payment of this person is irrelevant in many ways, as I mentioned in my earlier e-mail. Except that by utilising the contractual,emolument, or stipend method we do relieve ourselves of the burden of complying with certain of the laws regarding employment . With this in mind, I have made a tentative approach to Dianne Jensen, who has been a member of the station for some time and presented a programme. Dianne has the necessary expertise in the areas required, such as computer literacy, etc. And having known Dianne for many years can vouch for her honesty and reliability. And best of all, she would love to be involved if it would assist us and the station. I look forward to our meeting on Thursday to discuss this matter further. Just a thought about how to do all the things we need to do, and remain volunteers (because we are going to need money for the upkeep of and access to the Transmission site, as an ongoing expense), how about TEAMS? Every presenter has to be on a TEAM. We could have LIBRARY, TRANSMISSION SITE, ETHNIC AFFAIRS, TECHNOLOGY, ADMINISTRATION, SPONSORSHIPS and TREASURY teams. The Board Members are the TEAM LEADERS, and THE TEAM MEMBERS HAVE TO DO WHAT THE TEAM LEADER SAYS. !!!!!!!!!!!! As you can see, I am enjoying writing this email. I know, dream on Gill !! But seriously, if we take it seriously, and because it is a time of change anyway, the members will probably take it seriously too. If they don't, they get shunned!!
